Is there a way in MonoX to set-up a workflow for approval prior to publishing. In other words, can it be set-up that an editor can ONLY edit the material but can not make it live (save where users can see) but a publisher can make it live or edit/send back to editor?

this kind of workflow is only available on MonoX News, you can read more about it in the MonoX manual.
