Can non-admins post to blogs?  (Mono Support )

Is there a way for a user to log into the site and create a blog post without being given admin rights to portal administration area?

Hi,
You can add that user into blog editors in the blog settings for a certain blog. And after that, that user can post blog posts for that blog.

Where, within the site's UI(other than portal admin area), would the user do that?

Hi,

yes within the site, so you need to go to blog page and there should be visible blog settings button if you are logged in as an administrator. Then you should do as Denis Bracun advised you in his previous post.
