Enable users to publish blog posts without giving full editor rights   (Mono Support )

@zoomicon: we're going to add part property where you would be able to pick content administrators like we have for part editors. We should have it ready in a few days, I'll keep you updated here.

We have added support for content administrators in the MonoX, and I have implemented it for calender module. In the next nightly build you should be able to choose roles that can manage only calendar items but not part properties.
