HTML view of editor in webparts doesn't show toolbar with Save button (Mono Support )

When I edit a page and select the HTML view at the webpart editor the toolbar at the top disappears. Instead I'd expect to see there any items meaningful for HTML editing or at least a save button

now I have to switch back to Design view (which btw doesn't seem to show the HTML content one adds directly

yesterday (after I set the server HTTP Response header to force IE10 mode [as suggested at other post here to fix RAD Editor insterting of </br>), I noticed it now shows the bar at html mode too, but the Save button is not clickable most of the times and have to switch to design mode one of the parts to press it
