Yes, this is normal behavior as MonoX supports different menu structures under different languages. In most cases while performing localization of Web site you will have different pages, URL rewriting etc. for each language so MonoX enables you to do so by exposing different menu structure and URL rewriting. To build a menu structure for another language you will need to go to MonoX administration, Page management then choose from the Top-Middle language chooser the language you want and then add the pages from the right to the navigation on the left.
